Thank you for coming. Our goal tonight is to provide you with additional information on the situation yesterday and take the first steps in working together to reestablish a sense of safety and security in our community. I am reading this statement in order to ensure that I cover every aspect that I intend to address and that I do so with complete accuracy. The format of tonight’s meeting will be that of a community circle, which is a research-based method of helping to repair a harm caused within a group of people. It is used throughout our schools to build community and address behavior concerns that may arise.

Before we begin with the community circle format, I will share this statement, which will provide you with as much information as I can in an attempt to help clarify, dispel some inaccurate rumors that I have been made aware of, and address concerns that I imagine you may have. Carol Stream Police Chief Cummings will then also read a statement, and then CCSD93 Assistant Superintendent for Student Services Dr. Crysta Morrissey will guide us through the community circle process, which includes opportunities for every person here to speak and a component where we will gather your unanswered questions in order to help us plan next steps.  

As a father of four and grandfather of five, I can only imagine how incredibly difficult this news must have been for you all to receive yesterday, and how difficult some of what I share with you now will be.

Much of what I’m about to share with you was still being obtained as Principal Gray’s communication was being composed, so the communication only included the essential information so as not to include incomplete or inaccurate information. The following is the summary of what occurred:

At the start of the school day yesterday, a student informed their teacher that another student referenced having a gun in their backpack. The teacher immediately contacted Principal Gray, who was already nearby the classroom. Principal Gray immediately took possession of the backpack and brought it, along with the student, to the office. A Hold in Place Schedule was not called at that time, as Principal Gray was able to act swiftly and without incident as the student was not in a position to re-engage with the backpack during this process. Taking time to initiate a Hold in Place would have created the potential for students to be in harm’s way for a longer period of time.

Upon opening the backpack in her office, Principal Gray saw what looked like a handgun and immediately called the Carol Stream Police Department. Officers arrived on the scene within minutes. 

The police verified the weapon was real and immediately began an investigation, speaking with each student witness with their parent/guardian present. Dr. Morrissey was present for each interview to allow for disciplinary decisions without the need for a separate investigation. Simultaneous to these interviews, the Carol Stream Police Department was actively investigating the source of the weapon. In an effort NOT to hinder the active investigations, the Police Department asked that we refrain from sending any communication to families. The District complied with this request, as student safety was no longer compromised, and our goal was also for the investigations to be as effective as possible.

Through the student interviews, we determined that on Friday, there was a conversation about a student who said they were going to bring a gun to school on Monday.  Unfortunately, this was not reported to staff or administration, and did not come to light until the investigation. While there were conflicting student reports about the possibility of a gun being present on Friday, there is no confirmation that this occurred.

The investigation uncovered that the student did in fact have the gun in their backpack on Monday and showed it to other students while they were in the vestibule waiting to enter school. There was no report that the gun was removed from the bag at any point, rather it was reported that its clip was pulled out of the backpack and shown to peers, while the gun remained in the backpack and peers were encouraged to look inside to view it. Again, this was not reported to our administration and only came to light through the investigation.

On Tuesday, all witnesses reported that the gun was once again brought and shown in a similar manner in the vestibule waiting to enter the school. Again, all witnesses reported that the gun did not leave the bag. Fortunately this time a student reported this to a teacher, which initiated the investigation I described above.  The investigation also revealed that the student made a statement about shooting another student.  Again all witnesses confirmed the gun was never pointed at anyone and never came out of the bag.  

As I mentioned earlier, much of this information was still being obtained as Principal Gray’s communication was being composed, which again is why the communication only included the essential information rather than including incomplete or inaccurate information.

Today the DuPage State’s Attorney released the following press release related to this situation, which Police Chief Cummings will read.

WHEATON - DuPage County State’s Attorney Robert Berlin and Carol Stream Chief of Police Donald Cummings announced today that Judge Joshua Dieden granted the State’s motion to deny pre-trial release for a Carol Stream woman accused of illegally possessing a handgun that was brought to an elementary school by a nine-year-old male minor. Betty Hughes, 27 (d.o.b. 3/22/1996) of the 500 block of Alton Court, appeared at First Appearance Court this morning charged with two counts of Unlawful Use or Possession of a Weapon by a Felon (Class 3 Felony) and one count of Misdemeanor Contributing to the Delinquency of a Minor.

On February 27, 2024, the Carol Stream Police Department received information that a nine-year-old minor had brought a loaded gun to school. Following an investigation into the matter, authorities found a .40 caliber Taurus with one bullet in the magazine in the minor’s backpack. It is further alleged that Hughes, who is a convicted felon, illegally possessed the gun.

“As a convicted felon, Ms. Hughes is prohibited from legally possessing a firearm,” Berlin said. “To make matters worse, the allegation that a minor was able to gain control of her illegally possessed handgun and bring it to school is extremely alarming. We are all very thankful that no one was injured as a result of this incident. I thank school authorities for bringing this matter to the attention of law enforcement as well as the Carol Stream Police Department for their outstanding efforts in this case. I also thank Assistant State’s Attorneys Alexandria Levan and Nick Catizone for their work in securing charges against Ms. Hughes and for their continued efforts in keeping DuPage County schools safe.”

“We have all seen the horrific images of what could happen when a firearm is illegally brought into a school,” Cummings said. “We are thankful that the firearm was located and seized before anything tragic could have unfolded. I am also appreciative of the positive partnership the Carol Stream Police Department has with our local school districts, in that they called for our services immediately and cooperated with our investigation fully. Our investigators and school resource officers are to be commended for their diligent work, as well as DuPage County State’s Attorney Bob Berlin and his team for prioritizing the safety of our children.”

Hughes’ next court appearance is scheduled for March 18, 2024, for arraignment in front of Judge Daniel Guerin.          
Members of the public are reminded that this complaint contains only charges and is not proof of the defendant’s guilt. A defendant is presumed innocent and is entitled to a fair trial in which it is the government’s burden to prove his or her guilt beyond a reasonable doubt.

At this point I am going to transition to discussing student discipline in CCSD93. 

When we speak of discipline in general in District 93, it has three parts:

• Consequence

• Restoration 

• Skill building 

In the area of  Consequences, it is important to note that Board Policy 7:190, which addresses Student Behavior, indicates clearly that a weapon brought into school is an expellable offense. While I will not address a student discipline individually I will assure you that the board policy will be followed as written.  

In the area of  Restoration, for this incident we will not be working through restoration with the student who violated board policy but we will be working to restore the Roy DeShane community's sense of safety and security for our students, families and staff.  We will begin the first step of this process tonight.  

The area of Skill building is also an important part.  As noted several students had the opportunity to report a dangerous situation and did not.  This is a skill we will work on with all of our students.  We have a plan to reteach students how to be an upstander, the importance of reporting and building an understanding that reporting is not tataling but supportive to all.  We will share with you some examples of these lessons as well as provide you with some information on how to support your child.

Ayer, al comienzo del día escolar, un estudiante informó a su maestro que otro estudiante hizo referencia a que tenía un arma en su mochila. Al abrir la mochila en su oficina, la directora Gray vio lo que parecía una pistola e inmediatamente llamó al Departamento de Policía de Carol Stream. Los agentes llegaron al lugar en cuestión de minutos.

La policía verificó que el arma era real e inmediatamente comenzó una investigación, hablando con cada estudiante testigo con sus padres/tutores presentes. El Dr. Morrissey estuvo presente en cada entrevista para permitir decisiones disciplinarias sin la necesidad de una investigación por separado. Simultáneamente a estas entrevistas, el Departamento de Policía de Carol Stream estaba investigando activamente el origen del arma. En un esfuerzo por NO obstaculizar las investigaciones activas, el Departamento de Policía pidió que nos abstengamos de enviar cualquier comunicación a las familias. Desafortunadamente, esto no fue informado al personal ni a la administración y no salió a la luz hasta la investigación. Si bien hubo informes contradictorios de los estudiantes sobre la posibilidad de que hubiera un arma el viernes, no hay confirmación de que esto haya ocurrido.

La investigación descubrió que el estudiante efectivamente tenía el arma en su mochila el lunes y se la mostró a otros estudiantes mientras estaban en el vestíbulo esperando para ingresar a la escuela. No hubo ningún informe de que el arma fuera sacada de la bolsa en ningún momento, más bien se informó que su cargador fue sacado de la mochila y mostrado a sus compañeros, mientras que el arma permaneció en la mochila y se animó a los compañeros a mirar dentro para verla. él. Una vez más, esto no fue informado a nuestra administración y sólo salió a la luz a través de la investigación.

El martes, todos los testigos informaron que una vez más trajeron el arma y la mostraron de manera similar en el vestíbulo mientras esperaban para ingresar a la escuela. Nuevamente, todos los testigos informaron que el arma no salió de la bolsa. Afortunadamente, esta vez un estudiante informó esto a un maestro, quien inició la investigación que describí anteriormente. La investigación también reveló que el estudiante hizo una declaración sobre dispararle a otro estudiante. Nuevamente todos los testigos confirmaron que el arma nunca apuntó a nadie y nunca salió de la bolsa.

Como mencioné anteriormente, gran parte de esta información aún se estaba obteniendo mientras se redactaba la comunicación del director Gray, lo que nuevamente es por qué la comunicación solo incluía la información esencial en lugar de incluir información incompleta o inexacta.

Hoy el Fiscal del Estado de DuPage emitió el siguiente comunicado de prensa relacionado con esta situación, que el Jefe de Policía Cummings leerá.

TRIGO - El fiscal estatal del condado de DuPage, Robert Berlin, y el jefe de policía de Carol Stream, Donald Cummings, anunciaron hoy que el juez Joshua Dieden aceptó la moción del estado para negar la libertad previa al juicio a una mujer de Carol Stream acusada de posesión ilegal de una pistola que fue llevada a una escuela primaria por un menor de edad de nueve años. Betty Hughes, de 27 años (f.c. 22/03/1996) de la cuadra 500 de Alton Court, compareció ante el Tribunal de Primera Comparecencia esta mañana acusada de dos cargos de uso o posesión ilegal de un arma por un delincuente (delito grave de clase 3) y un cargo de delito menor que contribuye a la delincuencia de un menor.

Agradezco a las autoridades escolares por informar este asunto a las autoridades, así como al Departamento de Policía de Carol Stream por sus destacados esfuerzos en este caso. También agradezco a los fiscales estatales adjuntos Alexandria Levan y Nick Catizone por su trabajo para obtener cargos contra la Sra.          La próxima comparecencia de Hughes ante el tribunal está prevista para el 18 de marzo de 2024, para su lectura de cargos ante el juez Daniel Guerin.
        Se recuerda al público que esta denuncia contiene sólo cargos y no es prueba de la culpabilidad del acusado. Se presume que el acusado es inocente ytiene derecho a un juicio justo en el que corresponde al gobierno demostrar su culpabilidad más allá de toda duda razonable.

En este punto voy a pasar a discutir la disciplina estudiantil en CCSD93.

Cuando hablamos de disciplina en general en el Distrito 93, tiene tres partes:

• Consecuencia

• Restauracion

• Desarrollo de habilidades

En el área de Consecuencias, es importante señalar queLa Política de la Junta 7:190, que aborda el comportamiento estudiantil, indica claramente que traer un arma a la escuela es un delito que conlleva expulsión. Si bien no abordaré la disciplina de un estudiante individualmente, les aseguraré que se seguirá la política de la junta tal como está escrita.

En el área de Restauración, para este incidente no trabajaremos a través de la restauración con el estudiante que violó la política de la junta, pero trabajaremos para restaurar el sentido de seguridad de la comunidad Roy DeShane para nuestros estudiantes, familias y personal. Esta noche comenzaremos el primer paso de este proceso.

El área de desarrollo de habilidades también es una parte importante. Como se señaló, varios estudiantes tuvieron la oportunidad de denunciar una situación peligrosa y no lo hicieron. Esta es una habilidad en la que trabajaremos con todos nuestros estudiantes. Tenemos un plan para volver a enseñar a los estudiantes cómo ser defensores, la importancia de informar y desarrollar la comprensión de que informar no es devastador sino de apoyo para todos. Compartiremos con usted algunos ejemplos de estas lecciones y le brindaremos información sobre cómo apoyar a su hijo.
