Allison Williams, Board Vice President

Allison Williams has been a Board Member since April of 2023. She resides in Carol Stream with her husband and two children who attend CCSD93 schools. Prior to her being elected to the Board of Education she served as a member of the District Leadership Team.

Mrs. Williams currently serves on the Board Relations Committee and Dual Language Parent Advisory Committee.

Marideth Groves has been a Board Member since April of 2023. She resides with her family in Carol Stream, and her two children attend CCSD93 schools.

Ms. Groves currently serves on the Finance Committee, District Leadership Team, Board Relations Committee, Dual Language Parent Advisory Committee, and is the Board’s representative for the Illinois Association of School Boards (IASB).

The Role of Board of Education Members

The District is governed by a Board of Education consisting of seven (7) members elected to serve terms of four years. Illinois school board elections are generally held in April of odd-numbered years. Staggered terms of members are structured so that three or four seats are open at each election. The Board's powers and duties include the broad authority to adopt and enforce all necessary policies for the management and government of the public schools.

Members of the Board of Education serve without compensation. Actual and necessary travel and other expenses incurred by Board members while on approved district business will be reimbursed according to Board Policy.

Members of the Board of Education should endeavor to attend all meetings, discuss items presented on the agenda, suggest other items for consideration, and vote upon motions presented. Board members shall be non-partisan in dealing with school matters, and shall place the education of children above any partisan principal, group interest, or personal ambition.

Attendance and participation in local, state and national meetings designed to acquaint Board members with issues in public education, with new or proposed legislation, with policy development and administration of a school system, and with efficient Board operation shall be encouraged.

Board members also shall be encouraged to read current journals and other pertinent educational materials.

Official action by Board members must occur at a duly called and legally conducted meeting. A "Meeting" is defined as any gathering of the majority of a quorum of the Board or a majority of a quorum of any committee of the Board for the purpose of discussing school district business.

Board members, as individuals, have no authority over school affairs, except as provided by law or as authorized by the Board.

A primary function of the Board of Education in District 93 is to provide educational programs for each student, giving them the opportunity to develop to their fullest capacity in the areas of mental, physical, and emotional needs.

Board Policies

The CCSD93 Board of Education recently underwent a policy manual customization process with the assistance of the Illinois Association of School Boards (IASB).

The new policy manual was approved by the Board of Education on May 12, 2022. It contains written board policies that help our community understand district goals, define how the board and superintendent work together, and help the board monitor district progress. The Board of Education needs to update the policy manual periodically to make certain that the district is in compliance with all the changes in the law, as well as to look at policies in the manual that may be outdated.

Public Participation at Board Meetings

The Board of Education welcomes and encourages citizens and school personnel to attend meetings of the Board.

Guidelines for Public Participation
Public participation in Board meetings is important and is welcomed by the Board. However, discussion of issues before the Board, no matter how significant to individual members of the public, must still be conducted in a manner respectful to all present, including members of the public, District staff, and members of the Board. Personal, derogatory comments concerning any individual are not appropriate and are out of order.

Ways to Participate
Although this is a meeting of the Board of Education which is open to the public, the Board has provided several opportunities for public input:

Agenda Placement: If a person wishes to be placed on the agenda, he/she should submit a request in writing to the Board Secretary at least eight (8) working days before the meeting.
Public Comments: The Board has two opportunities during the meeting called "Public Comments" when visitors may address the Board. Comments will be limited to five minutes.
Public Hearing: Visitors may also ask questions during a public hearing. However, the questions must relate to the specific hearing that was just presented.

Contact the Board of Education

The CCSD93 Board of Education has a priority of maintaining two-way communication with its stakeholders.

Individuals may submit questions or communications for the Board’s consideration to the Superintendent or may use the electronic link to the Board’s email address that is posted below on this website. In accordance with the Open Meetings Act and the Oath of Office taken by Board members, individual Board members will not (a) reply to an email on behalf of the entire Board, or (b) engage in the discussion of District business with a majority of Board-quorum.

The Superintendent or designee shall:

1. Ensure that the District’s website contains an active electronic link to the email address for the School Board, and
2. Provide the Board, such as in the Board meeting packet, with all emails that are received and any feedback regarding them.

If contacted individually, Board members will refer the person to the appropriate level of authority, except in unusual situations. Board members' questions or communications to staff or about programs will be channeled through the Superintendent's office. Board members will not take individual action that might compromise the Board or District.

The legal department from the Illinois Association of School Board's Policy Reference Education Subscription Service (PRESS) offered additional information/further clarification regarding the change in the law, which included the following requirements and recommendations.

People who want to contact the Board via email can do so by sending a message to board@ccsd93.com which is the address for the entire group.

No Board member should ever reply to an email sent to him/her individually or to the entire Board. As the policy states, he/she should refer the person who sent the email to the appropriate district employee.
While it is not legally required, best practice is for Board members to forward all messages sent to their individual, district-issued email accounts to the rest of the Board to ensure they are aware of all communications sent by members of the general public.
Any messages the Board wants to address as a group must be added to a Board meeting agenda.
